Overview
Son La and Lao Cai are two mountainous provinces in Northern Vietnam, home to diverse ethnic minority communities facing significant economic challenges.
GREAT’s first phase successfully improved the livelihoods of ethnic minority women in these provinces through leadership development and value chain support, making substantial contributions to the design of NTP-SEDEMA. Building on this success and informed by policy analysis, GREAT 2 will focus on supporting the implementation of sub-projects under NTP-SEDEMA. By adopting a gender lens and emphasising sustainable and market-oriented socio-economic development, GREAT 2 aims to inform the design of future development initiatives. A key objective is to create an inclusive and gender-responsive business environment that enhances private sector access, especially for women-led enterprises in these provinces.
Key Intervention
Building capacity of local partners, especially the Department of Agriculture and Rural Development (DARD) and district-level government, to monitor and evaluate the implementation of production support projects under the NTP in the 2021-2025 period
Enhancing the capacity for policy analysis and feedback to inform the design of production support programs under NTPs and related socio-economic development policies
Supporting DARD and local investors to implement production support projects along the value chain that are inclusive and gender-responsive
Enhancing the participation of the private sector in the provinces, especially ethnic minority women-owned businesses, through improving the local business environment with a comprehensive approach
Expected outcomes
The Departments involved in implementing, monitoring, and supervising NTPs in Son La and Lao Cai have capacity to assess the results of implementing NTPs in the 2021-2025 period, thereby providing input for updating and strengthening the designs for new NTPs
The business environment in Son La and Lao Cai is improved through building and improving competitiveness indices at provincial, sectoral and district levels. As a result businesses, especially those owned by ethnic minority women, have better access to and use of public services
