Overview
GREAT 2 operates within the broader context of Vietnam’s national development policies, specifically the National Target Programs on socio-economic development in ethnic minority and mountainous areas (NTP-SEDEMA), new rural development (NTP-NRD), and sustainable poverty reduction (NTP-SPR). These programs represent significant government investments aimed at reducing poverty and improving livelihoods in rural and mountainous areas, where ethnic minority populations are concentrated.
The alignment of GREAT 2 with these NTPs provides an opportunity to contribute to national policy development. The upcoming evaluations and updates of these NTPs in 2025 offer a critical window for GREAT to contribute to the design update of the NTPs for the 2026-2030 period.
Key Intervention
Providing technical assistance to relevant ministries to effectively implement, monitor and evaluate ‘sub-decree’ policies on value chain development and group-based livelihood projects under the NTPs
Supporting the Ministry of Agriculture and Rural Development (MARD) to roll out the Manual on Rural Tourism and revise Decree 98/2018/NĐ-CP on supporting market linkages and value chain development in agriculture
Strengthening capacity for the National Assembly to effectively oversee the implementation of the NTPs and related policies, the evaluation of the NTPs in the 2021-2025 period and the development of the NTPs for the 2026-2030 period
Expected outcomes
Inclusive, gender responsive policies and guidance in (i) value chain development, group-based livelihoods support from NTPs are available, and (ii) Manual for Rural Tourism of the NTP-NRD was rolled out nationwide
Improved coordination and guidance from the Committee for Ethnic Minority Affairs (CEMA) and the Ministry of Labour, Invalids, and Social Affairs (MOLISA) to provincial governments during the implementation of the NTP-SEDEMA and NTP-SPR
More inclusive and gender-responsive approach to the revised Decree 98, with practical implementation guidelines for provincial authorities and a stronger focus on supporting value chain development and linkages
Rural and ethnic minority communities will benefit from tourism through services providing opportunities and community-managed tourism funds
The voice and role of Vietnam Women’s Union (VWU) are enhanced in policy contribution and decision-making
