Overview
The ability of ethnic minority women to capitalise on the opportunities presented in the tourism sector remains constrained by the inaccessibility of key skills development services. This intervention seeks to strengthen the provision of public-sector funded training opportunities in terms of quality, relevance and the sustainability of delivery models. This will be complemented by support to the development of tailored, task-oriented training services from specialist national and local providers targeting specific needs of ethnic minority businesswomen and entrepreneurs.
Key interventions
The following intervention areas support human resource development in Son La and Lao Cai:
Identifying skills demand and priorities amongst ethnic minority women to ensure that emerging skills training courses and content are demand-led, accessible for ethnic minority people, women and people with disabilities, and address current and emerging needs of employers and entrepreneurs.
Enhancing skills training quality and awareness through skills training for faculty staff at Lao Cai College and a network of business-based training partners in various locations in Son La to provide practical hospitality skills.
Supporting training delivery model innovation and sustainability through the development of more market-driven training programs and fee-for-service models in Lao Cai and innovative private sector delivery models in Son La.

Expected outcomes
Enhanced employability, entrepreneurial and leadership capacity and resilience amongst ethnic minority women engaging in the tourism and hospitality sector by increasing capabilities, job opportunities, income levels and/or business profitability.
Development of more sustainable training service delivery models targeting ethnic minority women trainees by both public and private service providers.
Better quality and more relevant, sustainable and accessible training services and delivery targeting the evolving technical and ‘soft’ skills needs of ethnic minority women employees and entrepreneurs.
Increased confidence amongst ethnic minority women entrepreneurs and workers in the tourism sector through greater business and decision making capabilities and strengthened status, roles and contribution to household and community development.
