Overview
This intervention area seeks to make more inclusive and effective the processes by which selected tourism destinations are developed. Whilst ethnic minority communities and women are key to current and future tourism in Northwest Vietnam, they remain marginalised in its planning and development. The needs and priorities of ethnic minority beneficiaries working (as employees or entrepreneurs) in the sector and, therefore, not embedded in planning or investment decisions either by public or private sector tourism stakeholders. This intervention area will work in selected districts to bring community, public and private interest groups together – developing tailored planning models that deliver more coherent destination planning and investment efforts.
Key interventions
The following intervention areas support the improved models for inclusive destination management in Son La and Lao Cai:
Improved destination stewardship, beginning with strengthening destination management at the provincial level. This will involve establishing strong leadership, including through empowered community-led tourism, aligning efforts with national tourism policies, and creating a robust governance framework.
Identification and development of appropriate and responsible tourism products is central to the strategy, fostering public-private-community partnerships to co-create innovative tourism offerings.
Coordinated investment and investment planning will be critical in order to attract responsible and long-term investments into these key destinations.

Expected outcomes
Better access to quality training, employment, resources, income generation and improving the capacity and confidence of ethnic minority women.
Active participation and contribution of ethnic minority women and their communities in destination management planning, product development and tourismrelated investment planning and evaluation.
Sustainable provision of unique tourism cultural experiences and products while ensuring cultural and environmental safeguarding measures for ethnic minority women and ethnic minority communities.

Implementing partners
